Job Summary:

The Grants and Contracts Manager is a full-time position responsible for oversight of administrative functions that support the research and education missions of the BDC. This role will provide high quality, creative, and solutions-oriented administration for the Basic Research Division and Clinical Epidemiology Division of the BDC. This position is responsible for establishing appropriate controls for managing the finances of sponsored projects, large educational programs, and gift funds of the BDC. The position will develop standardized processes, provide oversight, training and leadership to a team of 3-4 research administrators. This position works independently as well as collaboratively with faculty, staff, the Anschutz Medical Campus Office of Grants and Contracts, Finance, and the CU Foundation. This position will be faced with multiple priorities, as well as difficult situations, and will be required to be flexible, adaptive, and able to articulate thoughts and explanations to those with varying levels of understanding in finance and budgeting.

Key Responsibilities:

Supervision & Leadership
  • Directly supervise 3-4 research administrators and lead a team of 4-5 staff in the completion of all Pre- and Post-Award activities.
  • Plan and lead regular meetings with research administration team to foster employee growth and nurture a collaborative culture.
  • Lead or participate in the education of pre- and post-award administrators, research staff and principal investigators in the process and proper fiscal management of sponsored projects.
  • Monitor BDC grants portfolio and conduct analysis to ensure equitable distribution of research administration workload across the center.
  • Recruit and train new employees as needed.

Sponsored Project Administration
  • Monitor and conduct budget preparation, pre-award submission, forecasting, and process improvement within the scope of grants and contracts.
  • Establish processes and controls to ensure timely and accurate post-award management of grants and contracts including award set up, establishment of subcontracts, subrecipient monitoring, reporting, no-cost extension and rebudgeting requests.
  • Monitor and assist team to ensure purchasing and cost transfers adhere to sponsor and university policies and procedures.
  • Monitor and assist team to ensure budget projections accurately reflect project activities.
  • Prepare budget reporting and forecasting tools for internal and external constituents.
  • Collaborate with sponsors, OGC and other leadership and support staff in implementation of BDC pre- and post-award administration.
  • Develop, implement and manage projects to improve consistency and efficiency of internal business processes.
  • Monitor spending of grants and programs against established budgets. Advise alternatives and recommend solutions related to solvency and expenditure issues.
  • Serve as a resource to staff, researchers and affiliates regarding federal regulations, state laws, local policies and guidance regarding BDC research operations.
  • Ensure compliance with sponsor, OGC and university policies and regulations.

  • Assist the DFA with BDC Research Incentive programs.
  • Oversee and train staff in the creation of the Basic Research Division and Clinical Epidemiology Division annual budgets.
  • Monitor funds and oversee fiscal staff in the maintenance and spending of philanthropic funds supporting research.
  • Create budgets, set up contracts, and oversee finances of educational programs related to the dissemination of BDC research.

Work Location:

This role is eligible for a hybrid schedule of 3-4 days per week on campus and as needed for in-person meetings.

    Qualifications:

    Minimum Qualifications:
    • A bachelor's degree in public administration, finance, accounting, business administration, or a directly related field from an accredited institution or a directly related field from an accredited institution
    • The position requires at least four (4) years of diverse and progressively responsible experience including full-scope grant management, and direct responsibility for staff who perform tasks related to procurement, accounts payable, accounts receivable, financial reconciliation, salary allocations, budgeting, research administration, and/or contracting.
    • Technical expertise in grant or contract administration, and internal and external policy and procedures.
      • A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis.

    Preferred Qualifications:

    • Experience with grants and contracts from a variety of sponsors, federal and foundations.
    • Experience writing and/or editing contract language and terms.

    • Expert at processes used in pre-award and post-award management of grants on the Anschutz Medical Campus, including routing grants and contracts, establishing new funds, reconciling finances, running projections, and closing inactive funds.

    Anticipated Pay Range:

    The starting salary range (or hiring range) for this position has been established as $70,692 - $89,921.
